27/6/18 Belgium GP - Appeals

I would like this to be checked as I did not get any warnings prior to reviving this 3rd penalty also I received a 10 second penalty rather than a 3 second which is really strange, if it doesn’t get resolved then it doesn’t affect my race but was a strange circumstance (btw don’t have the volume on when you watch the video)

Lost part of my front wing with the laped driver alexmusica..it was on lap 10 and my ps stoped recording.not sure if anyone got it on cam

I don't have the recording but this driver (He/She, don't know as never spoke to this person before) kept slowing down and waiting for the leaders to come through then they would overtake us all and repeat the process. I have footage of this person slowing down and speeding back up to slow us down in a sense. It caused all 4/5 drivers to have major concern for their cars making sure this person didn't hit us off. There were no blue flags to tell this driver to move out of the way. They sort of gave up and retired, not sure someone sent them a message or not but we were not expecting them to be able to do what they were doing for so long throughout the first half of the race. If you would like video footage supplied please let me know. it will only be from my POV. Fair enough its a quick driver and clearly was bored of racing in no-mans land but I never see it in formula 1 so we shouldn't be seeing it in W2W (Best racing league to exist) hope my essay helped.
