Hungarian GP - Race Absences.

RACE BANS

I fail to understand if I have RACE BANS until the points I have been awarded 14 are removed as time goes on and they reduce to less than 12
3.3 All drivers will have a 'super license' Incidents will award points on the license, resulting in qualifying or race bans. 6 points will result in a qualifying ban, 12 will result in a race ban.
3.3a. All point received will stay on a drivers SL for a full F1 calendar year, only then will they be removed from their License.
As I will have at least 12 points on my SL until the USA GP, counting the points in pink from last season.
Does this mean I am banned from racing until after the USA GP takes place.
If this is so please say, then I know where I stand.
