My personal setup around most tracks is:

Wings: 3-3 - Monaco - 9-9
Balance: 3-8
Brakes: 54-46 High Medium
Suspension: Ride height - depends on the circuit if theres a lot of kerbs that i need to ride i up it to about 2-2 or 3-3, monaco it will be 1-1.
Springs: 8-8, gives good overall balance i feel and the cars feels more grippy. Monaco - 10-10
Gears: if you want speed in qualy then put them all the way to the right, if you want gears for the race depending on the track put them two to the right from the middle. all in a single line. For monaco and singapore i have them 3 from the left.
Alignment: first two to the left, bottom two to the right.

In the race try to run "normal" fuel, will make your car feel a lot lighter.


Hope this helps those that are struggling.
